Dr. Heather Schwartz is the program director of Pre-K-12 Educational Systems in RAND’s Education and Labor division, and is also a senior policy researcher. She was the lead author on the most recent recommended practices guide from the RAND Summer Learning Series, sponsored by the Wallace Foundation.
