Under the leadership of Principal Layne J. Parmenter, Urie Elementary School has successfully improved student and staff learning through transitioning to a team-based, distributed leadership model. Now central to every aspect of school functioning, Urie teams are comprised of staff members from all grades and reflect the range of school priorities. Though Parmenter holds a seat on each team, he praises staff who “do the heavy lifting.” These teams include an Oversight Team composed of facilitators and grade-level representatives who monitor building-level data and suggest adjustments in materials, curriculum, and teaching strategies; Professional Learning Communities that monitor grade-level student proficiency and report Oversight; and Behavior and RTI Teams that screen students, allocate counseling resources, and promote positive behavior. Additional teams include PR, which runs the school website, writes newspaper articles, and sets up classroom web pages; a Health Team that promotes and publicizes healthy behavior; and Building and District Advisory groups that gather and share feedback from parents. Results at the 323-student, kindergarten through fourth grade school reflect the success of Parmenter’s strategy with reading, writing, and math proficiency increasing from 65 percent to 75 percent to the high eighties and nineties over three years and yearly discipline referrals decreasing by half. Parmenter holds a B.A. from Brigham Young University and an M.A. from the University of Wyoming.
