"If Title I is changed to a more
competitive, yearly model, the fear is we would lose a great deal of
funding, as Wyoming's rural numbers wouldn't necessarily qualify us
under the proposed guidelines," Alleta Baltes, Wyoming.
"With cutbacks in funding at the
state (Chapter 70) and federal levels (Title 1, 2, and 3) in the past
two years, we are facing eliminating coaching and intervention staff
which I fear will have a dramatic and devastating effect on our school
culture of literacy and mathematical problem-solving and our progress
